The remote Fedora host is missing one or more security updates.

Description

The remote Fedora 45 host has packages installed that are affected by a vulnerability as referenced in the FEDORA-2026-ca950aef8f advisory.

 Update `cargo-semver-checks` to [0.51.0](https://github.com/obi1kenobi/cargo-semver- checks/releases/tag/v0.51.0), with support for variadic function signatures, and build it with `rustls` 0.23.46 for RUSTSEC-2026-0346, RUSTSEC-2026-0347, RUSTSEC-2026-0348, and RUSTSEC-2026-0349, with `faster- hex` 0.10.1 for RUSTSEC-2026-0306, and with updated dependencies for the eMudhra intermediate CA compromise.

 Update `clap-cargo` to [0.19.0](https://github.com/crate-ci/clap-cargo/blob/v0.19.0/CHANGELOG.md) and `trustfall-rustdoc-adapter` to 61.0.3/60.0.3/57.1.3.

 Rebuild `rustup` with `rustls` 0.23.46 for RUSTSEC-2026-0346, RUSTSEC-2026-0347, RUSTSEC-2026-0348, and RUSTSEC-2026-0349.
