PVS has just observed a Modbus 'Restart Communications' request.
Description
The remote client is running the MODBUS protocol. This protocol is common on SCADA or process control networks. NNM has just observed a Modbus 'Restart Communications' request. This sort of request can be used by a malicious client to force the PLC server to continuously power cycle. This can deny services to valid devices.
