Solution

The root role is required.

pfedit /etc/default/passwd

Insert the lines:

DICTIONLIST=/usr/share/lib/dict/wordsDICTIONDBDIR=/var/passwd

Generate the password dictionary by running the mkpwdict command.

mkpwdict -s /usr/share/lib/dict/words
